English Local Authorities Plan to Sell Off Social Clubs and Leisure Facilities to Manage Finances

Based on a new survey of local authorities, UK councils are preparing to sell social clubs, sports centres, and shopping arcades as they bet on a rapid disposal of properties to balance the books.

Growing Financial Challenges Drive Asset Sales

A coalition of councils for major urban areas in England reported that 60% of local authorities are planning to dispose of properties to cover the escalating costs of adult and children’s social care.

Local governments have in the past come under fire for selling playing fields and open spaces to support their budgets, but they contend they must proceed to generate essential revenue from asset sales or declare themselves bankrupt.

This coalition said that a significant number of councils attempting to raise money from a quick sale of assets represented “a clear change from 2024, when the majority (six in ten) of local leaders stated they would focus on restructuring services and using financial reserves to manage increasing fiscal pressures.”

Specific Cases of Planned Disposals

Medway Council in Kent said its asset disposal plan included the disposal of a retail complex in Rainham and a community venue in Rochester to generate 20 million pounds over the next half-decade.

  • Gillingham golf club and business parks owned in Worcestershire and Suffolk, which all generate rent for the authority, will additionally be disposed of under the strategy.

Local Levy Rises and Broader Fiscal Pressures

This research of councils in the coalition, which covers several urban centers, further found that more than 70% of councils will have to increase council taxes next spring to cover the growing cost of essential services, higher levels of housing insecurity, and a longstanding housing shortage.

Medway council explained it will proceed with asset sales after steep rises in the cost of youth support, special educational needs and disability (Send) provision, elderly and disability services, and short-term housing.

“We are taking innovative approaches but certain measures require time to achieve both better provisions and cost efficiency,” said Vince Maple.

He continued: “We face demographic pressures which will persist to add to the strains we have. As a unitary authority, we had a drastic reduction in our central funding from over the past decade, which is extremely difficult.”

Countrywide Trends and Forecasts

Research of regional authorities this week further found local finances being strained by the growing number of young people and older individuals needing special educational assistance.

The County Councils Network said that council deficits will reach 4.4 billion pounds a year by the end of the decade, as they grapple to manage increased demand.

Government officials have delayed scheduled changes to the special educational needs framework until next year after a policy document setting out those reforms has been postponed.

Deprivation and Financial Gaps

According to the most recent deprivation measures (IMD) for English councils, several key cities members were included in the most deprived in the country.

  • “Member cities like several major towns rank in the top 30 across the country under the 2025 deprivation indices,” said the study.

“While only one key city is among the ten most deprived for deprived neighbourhoods countrywide, urban areas are far more likely to be in the most deprived fifth of England. The data underscores the extent of difficulties confronting municipal officials across key cities in the next twelve months,” the analysis added.

“Local government leaders have been explicit about the necessity for a equitable and lasting financial structure that accounts for and responds to the real levels of deprivation and demand,” said a council leader.

“Without this, councils will continue to face difficult decisions around which vital provisions to allocate spend to, and which to reduce, to the detriment of their residents.”

One in five of local authorities have reduced or weakened care services in the past 12 months, the study found.
